Welcome to the yuppie heaven, one of the few neighborhoods in Portland whose residents aren't afraid to be seen in a Starbucks. Northwest stretches out into hilly neighborhoods to the west, while the cultural hub centers around 21st and 23rd, which buzz on weekend nights.

What's Upstairs
It's just common sense: if you want high-quality consignment clothing, you should look for it in an affluent, fashion-forward neighborhood. I've had great luck at What's Upstairs, a second-story consignment store next-door to Tea Chai Te on Northwest 23rd Avenue, Nob Hill's main shopping street. Most clothes are in like-new condition, and the proprietors don't let the racks get impossibly crowded. Items are arranged by color rather than size, which can be a little confusing, but I seldom walk out of here without something that’s pretty and current at a third of its original price: a cashmere sweater, maybe, or a pair of Gloria Vanderbilt corduroys, or, most recently, a coffee-colored Issey Miyake wrap coat (Alison obligingly knocked off an extra $10 for the asking). And if your own closet is bulging with surplus attire, What's Upstairs' 50-50 split is more generous than other local consigners offer.
